What’s a Temporary Foreign Worker Program (TFWP)?
The Temporary Foreign Worker Program (TFWP) is a program that allows Canadian employers to hire foreign workers temporarily when suitable Canadian workers are not readily available.
Note: The TFWP is typically employer-driven, meaning that Canadian employers must obtain a positive Labour Market Impact Assessment (LMIA) first before applying for a Temporary Foreign Worker Program. The LMIA serves as proof that there is a genuine labour shortage for the specific position.
There are ways for employers to hire foreign workers without needing an LMIA. These options are part of the International Mobility Program.
There are four types of work permits under the TFWP
- High-Wage Stream: For positions that pay at least the median wage in the province where the job is located.
- Low-Wage Stream: For positions that pay less than the median wage.
- Seasonal Stream: For temporary, seasonal jobs.
- Global Talent Stream: For highly skilled workers in occupations on the Global Talent Occupations List.
What are the requirements for the employer and the foreign worker?
For the employer
- The employer must have a positive LMIA.
- The employer must offer a job that meets the minimum wage requirements for the province or territory.
- The employer must provide suitable housing or a housing allowance.
For the foreign worker
- The foreign worker must have a valid passport.
- The foreign worker must have a job offer from a Canadian employer.
- The foreign worker must meet the specific requirements of the work permit stream they are applying for (e.g., education, experience).
Switch from TFWP to Permanent Residency
Some temporary foreign workers may be eligible to transition to permanent residency in Canada through various immigration programs, such as the Provincial Nominee Program (PNP) or the Canadian Experience Class (CEC).
